How to add the mod direct to the server client instead of so many folders?

excuse me. i came here to add mods to my server that i just bought. I installed forger via the one click installer. I DID NOT use all this other shit you are talking about. so you need to explain what these programs are to me, because I have NO effin clue as to what im supposed to do with this

What if a user does not have forge or the related mod installed when they join a server? Will they be able to play as expected but without using the mod? What if it involved new items? Will they still be able to play but without seeing those items?
