Wasn't this proven to be a hoax? Don't quote me on details but AFAIR the argumentation was something along these lines: Google already had a simple error correction algorithm in place that'd stop this guy (ignoring too many sources with almost identical GPS data) but it didn't even have to trigger because someone proved that if you put several GPS devices together the antennas interfere with each other and can't establish a single satellite link - two internet 4chan-like "detectives" put that together and then found out most streets in the city center were closed at that time for some event - that's why there's almost no pedestrians. So, basically, this guy recorded himself walking empty streets pulling a hundred or so of broken phones. Hence, an artist.

This video made me realize that Data is always translated to what they might be presented. The images, lists, graphs, and maps that represent those data are all interpretations, and there is no such thing as neutral data. Data is always collected for a specific purpose, by a combination of people, technology, money, commerce, and government.

Given the date this was uploaded, along with the empty streets, I'm assuming this was during the pandemic time, where you were to remain home, unless you needed to get groceries and such. For all curious. No, you wouldn't be able to do this in Germany without missing some phones. I live in an area with a population of only 180+k people. If you'd pull that off here, you wouldn't be robbed in a violent manner, but people would quietly sneak some phones without your notice nonetheless.

I wonder if it is just demonstration for people, who does not realize how google maps works, or he is just some sort of traffic blocker.
