All countries struggle with corruption. The question is how easily a country becomes aware of each case, and how much they work to sideline, disrupt, derail, or punish those participating in the corruption. Or in the case of others (like Russia) how strongly they wink and nod at corruption - in the case of Russia they wink so hard that their eyes fall out of their heads.

The good thing for Georgia and Tajikistan is that, with the war in Ukraine, Russia can't really establish a military presence there -- the soldiers are needed elsewhere... so, like Armenia vs. Azerbaijan, Russia will do nothing, and the people will have a good chance of winning against their pro-Russian governments.
