Help everytime i reboot my device it won't save my settings

my query is, when ever i put my cell phone on charging.. screen start jerking off. (display misbehaves) and when i unplug the charger .. display starts working properly back to normal.
might b bcoz of high voltage !! can you plz tell me how to fix this problem ?
