How To Start Steam In Offline Mode Without Internet

I did it as you explained and it worked. However, if I go online, next time I reboot the computer, Steam will open in online mode again. Do you have any workaround to fix this?

I tried this, but once i lauched it, it asked for what user and proceeded to attempt to connect. When i stop the process and went back to config then the "wantsoffline" was set to 0 again

Hey ive done all the steps but every time I boot up steam the settings ive changed in Notepad tends to reset itself. Is there any fix to this? Much appreciated
