I think feats of strength or bending ability aren't the best way to measure the greatness of any one of the avatars. I think it boils them down to something smaller than what they are. Aang is easily the best Avatar. He faced the most opposition, against the greatest odds. He faced the most adversity and he grew more than any single character in the series. He didn't compromise morals but would alter himself and was good at listening. He was able to appreciate the cultures of each nation. Best avatar 100%

The most powerful avatar is korra no.2 is aang no.3 is roku and so on since the idea of the avatar state is that the current avatar gets алл the skills and experiences of every avatar before that. So by definition every avatar that has mastered the avatar state is stronger than all the previous avatars :)
