How to flush DNS Cache in Windows 11

When I disable DNS Client Service on Win11, why is my Static IP now displaying as simply "Dynamic" in the Internet -> Ethernet settings when I know it's still a Static IP as proven by the Network Adapter settings in Control Panel? When I re-enable the DNS Client Service, the Internet -> Ethernet settings then display the Static IP address, Gateway, IP, DNS IPs, etc What does DNS caching have to do with a PC's static or dynamic ip address assignment? Thanks.
