The circuit is good to transorm signal like 12v to 5 v for arduino(witch does not draw current from the signals), but for constatnt loads you need to calculate the value again, and is not useful for changing loads, beacuse the voltage will jump up or break down to 0.

This is a bad idea, the best way to lower voltage is using Diodes, diodes have a voltage drop. Regular diodes have a 0.7volt drop, so to get 3volts from 5volts, you need 3 diodes in series, the 5volts will turn into 2.9volts. Another way is using LEDs (LED = Light Emitting Diode) some have LED voltage drop varies from each kind of LED from 1.4V to nearly 4V. Do use resistors to lower voltage shorting them to ground, you will fuck up your electronics.
