Do world leaders really want to spend the rest of their lives in underground bunkers? I don't think they do. Nuclear weapons are MUCH more powerful than they were in WW2. Most of us would be dead. I think they just like tormenting us with the threat of it.

in event of nuclear war, everyone is finished. with so much destructive power, we will send whole earth to the nuclear winter. lets face it, what will survive with prolonged absence of sun? the dust particles in stratosphere will be blocking sun for years, maybe thousands of years. what good will be coming out of the bunker or your flying command center if there will be nothing left?
