If a person uses photos a lot I would say NO. They removed Camera Roll as we knew it and made it more difficult to save to a new album or even and existing album. No problem with adding features but why wouldl they mess around with an already nice format.

Yes. I I stalled iOS 13.1 updates and it speed-up my iphone se. I just wish they make an update that can make the iphone se plays the live wallpapers. Until the next updates and thanks.

On the Iphone - 7 i got 2 year's ago is just so good with the 13.1.3 i am even over the moon ( especially never letting it over-charge or stack it up with App's you never use mainly to keep my Battery in pristine order ) for these tracking/3rd party App's like's of Fakebook to messenger/whats App/or Twatter / Snappy chatty Ect,as i waited for it to come out and then a year down the line got my new iphone - 7 mainly for work in harsh enviroments being a roofer. Im even putting a brand new battery in it ASAP simply because it's in such amazingly good condition with not even a single Sctratch on it,i keep it all good in a very robust case & just like the day i got it and after my Contract ran out ''it was all Reset to PAYGo on 02'' ,i did all my homework before buying this well built robust & Classy Apple device mainly with Tech-Radar and many great video's on here that have worked more than i ever could have asked for as it's still a good IOS - build and great all-rounder for everything i need especially on my great network on 02.
