A lot of u guys have commented that this doesn't work, well it was same for me.
Here is a working solution for me:

import turtle
import os



wn = turtle.Screen()
wn.bgpic(os.path.expanduser("~/Desktop/Name of ur gif.gif"))



wn.mainloop()

You need to import os, and then use os.path.expanduser.
Its the same for attaching it to the turtle:

import turtle
import os

wn = turtle.Screen()

player = turtle.Turtle()

wn.addshape(os.path.expanduser("~/Desktop/Name of ur gif.gif"))
player.shape(os.path.expanduser("~/Desktop/Name of ur gif.gif"))



wn.mainloop()

No man doesnt work. I do have the files in the same folder, i'm on windows my editor is sublime, it loads the background pic but thats all. not my heroe character.I also comverted my pics as GIF
