First of all let me put the record straight, out of 90,000 prisoners, around 50,000 were civilians (employees of civil departments like Airline, railways, customs, ministries, taxation, police, Ghazipur Ordnance factory, paramedics, contractors, even university students, private businessmen and their employees etc). It also includes women and children (families of civilians and military personnel). Just an example amongst the prisoners, kids count was around 12000. Women count was around 8000. Alot of civilians volunteered to be made prisoners as they fear their life at the hands of Mukti Bahini who already butchered around 100,000 non Bengalis. So the bargaining chip for India was way smaller than what was originally thought i.e India cannot bargain something big like PoK with return of innocent civilians including women and children. Had India tried that it comes under the domain of diplomatic blackmailing and exploitation which they avoided.

Myth of 90,000 PoWs
“90,000 PoWs” is a myth wrongly prevalent in India and used frequently for political gains in Pakistan. “PoW” term is used only for military prisoners which in this case largely comprised of civilians prisoners.
Actual strength of PoWs
Before the war Pakistan had only one Corps in East Pakistan which has maximum 40,000 troops including paramilitary forces. At the start and during the 1971 war it was depleted to around 32,000 largely due to desertion of Bengali troops and casualities during insurgency. Though West Pakistan reinforced it by sending troops during the war however it could hardly muster up around 38,000-40,000 troops including small air and naval units which is the actual strength of PoWs
Note: Standard Indian Army Corps has around 42000–46000 soldiers maximum

No 1 Gen Bukshi said that 10 crore Bangali migrated to India although total East Pakistan population were 7 crore at that time.
No 2 Pakistani troops surrender after 13 days after war although war started since 25 March 1971.
No 3 Total Pakistani troops surrender were 93 thousands , actual troops were 33 thousands and other belong to civilian part of Pakistani army
