This is NOT a grund effect craft. It is a bad aircraft flying on the stall at all time near a surface.

How is the front ducted fan being proppeled ?
Does it have its own engine or is it connected to the same enginr that drives the pusher fan?

Totally cool - Back in the 1970's my family lived on Clark's Island in Plymouth, MA & my dad could have used this hovercraft to get to the mainland in short time. The bay is shallow with rocky areas & this would have simplified low tide commutes plus cut the commute time way down. For foggy days (there were many) maybe a hovercraft could be upgraded with instrument flight rated hardware.

So if you can get it off the ground and sustain off the ground flite, then this means you can go 200 +, - feet or even 1000 + feet, fuel permitting, you can??? Or is that illegal or you have to get a real pilots license??!! just sayin

You would need a special license for that craft. like you do with certain types of hydrofoils.
