Is THE LINE the perfect city layout in Cities Skylines?

Is this worth getting with all the dlc for 220$ or best to just wait a month for skylines 2? Know real late on this game.

I'm confused as to make a 500m tall city in a desert when dust storms average 1-2km high and sometimes particles can be found 4.5km in the air after one.. do they build a roof? Or become one with the sand
