You should be able to upgrade now without UDID. Gold Masters usually don't require it. On the 18th though you will be able to upgrade with no problem.

you login to the Apple developer center and download it. Then install it using the restore function in iTunes.

Quality is surprising from the ipad.

Of course, when I gave up trying to download and install iOS, Apple manage to sneak it into my iPhone. It only took me 30 minutes to download and install. Weird. I love it and hate it. I would have waited. PS: iOS 7 DOES NOT make your iPhone WATER PROOF! I like the control center, but I hate having to constantly log in on my maps. It's slowed my iPhone, but made a complete battery charge last longer... if you turn off a lot of stuff like "background refresh apps."

Another thing I do like about iOS7 is controlling which app can be use cellular connections.
