I would say that they had limited the ram and or cores on the CPU. Fallout 3 and New Vegas has that kind of limitation.

I've played operation winback:covert operations on n64 but never did play this classic. I think i should pick up the grandfather of cover shooters. I think ill pick it up on xbox because its the only PAL console from the time that can hit 60fps. The ps2 port would only run at 25fps here on the uk

if you're playing older pc games on windows 10, make sure you install the old direct x versions. while direct x 12 is back compat, it's very slow. most old games running slow can be fixed by installing dx 9.0c on windows 10.

I think you might have an integrated graphics chip in your intel I7 but you didnt mention the model so i dont really know. Either way the game might use that as the gpu. Also you should probably add the PC specs in the description. Also record some uncapped framerates as well
