Why before the button is pressed, the voltage at the trigger pin is high? How can you compute such voltage?

I need a circuit that will be used with a button like in this video. But I need a small delay, a few microseconds. Then a pulse of about 1/20 of a second, regardless of the lenth of the button is pushed. I have seen something similar done with a arduino. I'm looking for something simple. Can you help with this? Can a 555 or two do this? I would also like to have a 555, pwm running at about 20-30 hz, and have an adjustable duty cycle of about 5% to 60-70%, can a few 555's do this? To drive a mosfet gate. For a spotweld circuit. Thanks I'd like to power the driver circuit with 3.7v,7.4 or 11.1 volts nominal. From lithium ion cells. Thanks again...
