If you just want to eyeball it, instead of trying to make the stem and wheel parallel, try to make your fork and handlebars parallel. It's much easier and more accurate

I did the same thing by holding a long piece of string at the top cap bolt, the centre of the tire tread, and aligned the centre of the stem to the string.

Place a level horizontally across the upper stanshons , sit on the bike and and line up the ends of the bars with the level. Done.
