Because those barnacles share same turtles cells. If you don't remove them, turtle will die. If you remove them turtle will die, it's about time. Those animals have been activated their self destruction system. I have NO opinion about that because I am an ignorant, it's only a comment.

I hope it was enough air for the turtle when her head was covered by the towel! During cleaning the barnacles you should pour the turtle by water every 5 minutes! Do not forget that it is a water creature.
