I think Venom was intending on the kids becoming soldiers but saw reason and realised they could lead better lives given the chance, he does care about the kids, i think its just a matter of his psyche being that he doesnt know his old life, all he knows is how to be a soldier now, hes not a morally bad soldier, he just doesnt have much more to his life other than being a soldier
