If you are still getting the error on Windows 7, you might be missing the Universal CRT runtime which for some odd reason refuses to install with the C++ Red package. Download the KB2999226 update manually and install that. I had a program that would absolutely refuse to run, but after installing the SP1 update, the 2015 x86 and x64 redistributables, and the 2017 x64 C++ redistributable, and the KB2999226 update, it runs perfectly now.
