How to Simplify Shapes and Reduce Anchor Points in Adobe Illustrator

The problem I"m having is that when I import a .png into Illustrator the anchor points are far outside the object itself, and I want to move the objects vector/anchor points closer to the body of the object. I've tried dozens of tutorial videos and can't change the image's vector points without re-sizing the image itself.
