I think that you dismissed Google Sites way too quickly. In business situations, you may be right, but I have set up sites for small non-profit organisations which have worked brilliantly, and at no cost other than for the domain name. They integrate wonderfully with Forms, Maps and Calendar, and form responses are passed directly to Sheets.
I have had lots of positive feedback, and practically nothing negative.
