Why tf are you reading skill books at the lowest level in the skill? The books are incredinly valuable for levelling 95-100, and you're telling people to completely waste them on levels that you get in like 30 seconds each. Asshole.

So o went to the boethiah shrine as per your guide and didn’t see any cultists there but this was before I was level 30. So waited until I came across the book and went back still no one is there and when I sacrifice the follower the cult members you are supposed to kill don’t show up?? Does this mean I can’t complete??

For anyone who cares about missing items, there are necklaces that you can only get at certain levels (1-5, 6-10, 11-15, 15-20) in Solitude. The most important one is resist disease 100%. You have to go to the clothing shop in Solitude, and do the reset NPC inventory trick until they show in her list. This is the very first thing I do after the standing stones and leaving Helgen on every new character.
