i had a problem when i put turret spawner in a neutral flag and then capture it, the turret spawners doesn`t spawn, is that a bug or that`s just how it is?

noob question, how do u make ai take cover in sandbags, do i do some complex thing for it, i am pretty confused, seems they only take cover in the resupply crates, crates, workbench/covered, minecart etc, they really dont wanna take cover behind sandbags :(

Vehicles spawn normaly if the flag is owned by a team from the begining but vehicles and turrets and neutral points dont spawn, even if the point has been captured.
