How is the idle wattage? Prev arc Gpus used to hit around 40watts idle if connected to higher than 60 hz displays & even with ASPM set to Level 1

im looking for a laptop on par with a mobile 4090 rtx GPU, im not really in the world of upgrades or i haven't been lately, my current laptop has a 1060 q max gtx from 2017 and my desktop has a 970 gtx from 2014.
