I don't think they pick up encryption. Some of the sales will sell you one that won't pick up nothing. Police and fire are digital.

Sdr radio is probably the most effective today. You can monitor 6 to 8 channels. Which with the right software stitches them together and gives you their full channel. Aka encryption and trunking is no longer an issue. And it gets better every month. The local police were confused as to how I could hear everything as I repeated back to them everything they had said.

And human being shape should not b visible instead an icon (circle or rectangle) can b used for portable scanners which r used for enquiries.
Saying this as right enemy neighbour using scanner in the night till afternoon. They should not see us sleeping.
