Russian military or police personnel would help you as good as any civilians do, if you ask them for that. Also, a lot of officers of Russian army can speak English at least at basic level so you have better chances to communicate with them.

I saw you are in Kievsky Bokzal(Kyiv Trainstation), but for Kazan, there is a Kazanskii Bokzal and 3 train stations nearby from the square. I used to visit Moscow - st. Petersburg from 1975 to 79 and then from 1981-1990, so I know Moscow very well, but it is difficult in the winter due to snow and too many people in the Metro, train stations . Nowadays even some children can speak English and in the 70s and 80s, you will not find an English speaker out of ten thousand Russian.
