Some time ago, I also managed to make a negative color light. iirc all you had to do was set the light's color to a color that has negative values. Tried it on HDRP
It was basically created a light that was emitting darkness.

In this case they are not glitches as it is actually intended based on what you are telling it to do.
Nothing is unexpected or undefined.
