I try to re install oracle database 19c

I delete all files .. from directories .. from services. from regedit .. from temp.. from c disk .. from everywhere I remove oracle files all also I run Ccleaner but when I try to install oracle database 19c again

then in this step this show " [INS-32102] Specified Oracle Home user already exist."

In system tools I can't found local users and groups

We need newer version for Windows 11, because we cannot follow the first step when we enter delete environmental variables we cannot open the path like you do, it is showed in grey colour.

I killed several instances in task manager of oracle and then it wouldn't launch. Tried uninstalling and it was nowhere in the apps list or programs and features. Still won't launch and it won't launch the installer either. I need it for class and have assignments using it due in three days. What can I do to completely remove it?

Oh my God bro , can't thank you enough for this video ,I almost thought that my system is going to corrupt if I try to delete it by myself. My windows 11 does not have the option of users and groups but I guess I already deleted the groups unknowingly while trying to delete 19c..
